Mandatory Implementation of the Indonesian National Standard (SNI) in the Industrial Sector

Background

The Standar Nasional Indonesia or SNI (Indonesian National Standard) is a standard established and applied nationally in Indonesia. SNI is formulated by technical committees and determined by Badan Standarisasi Nasional or BSN (National Standardization Agency). The primary objective of SNI is to ensure quality, safety, and compliance with systems, processes, and production outcomes, including goods, services, or personnel in Indonesia. With SNI in place, it is expected that products meet the specified quality standards, which is crucial to ensure that products are safe and suitable for consumer use.

Objectives and Benefits of SNI

SNI offers several objectives and benefits, including:

  • Consumer Protection: Ensuring that marketed products meet established quality standards.
  • Safety and Security: Establishing strict requirements to maintain public safety.
  • Product Quality Improvement: Encouraging manufacturers to enhance product quality to align with standards.
  • Access to International Markets: Facilitating Indonesian products’ acceptance in global markets by meeting international standards.
  • Competitiveness Enhancement: Strengthening the domestic industry’s competitiveness in both local and international markets.

Implementation and Enforcement of SNI in the Industrial Sector

Voluntary SNI

SNI is voluntarily applied by businesses for industrial goods and/or services. However, in certain cases, such as domestically produced and/or imported industrial goods and services marketed within Indonesia, as well as industrial services carried out in Indonesia related to safety, health, security, and environmental functions, SNI enforcement becomes mandatory.

Business entity capable of implementing SNI can apply for certification through Lembaga Penilaian Kesesuaian or LPK (Conformity Assessment Bodies) accredited by Komite Akreditasi Nasional or KAN (National Accreditation Committee). If the business entity meets SNI requirements, LPK will issue an SNI certificate, after which the business entity must:

  1. Affix the SNI mark; and/or
  2. Affix the conformity mark on products, packaging, or labels.

For services, systems, processes, and/or personnel, the SNI or conformity mark can be placed on identification boards, letterheads, and/or other media. This can only be done after obtaining approval from BSN.

Mandatory SNI

The mandatory enforcement of SNI for manufacturers is determined by ministers and/or heads of non-ministerial government agencies, considering:

  1. Safety, security, health, and environmental preservation.
  2. Competitiveness of national producers and fair business competition.
  3. Readiness and capability of national businesses.
  4. Readiness of LPK infrastructure.
  5. Cultural, customary, or traditional considerations.
  6. Other national interests per regulations.

If SNI is mandated for goods, services, systems, or processes, then business entity must obtain an SNI certificate, issued by an accredited LPK. Those producing, manufacturing, or importing goods subjected to mandatory SNI, must affix the SNI mark before distribution in Indonesia. However, an exception applies if a business entity has an agreement with a trademark owner and/or licensee that the SNI marking will be applied by the trademark owner and/or licensee.

Businesses must only trade:
a. Goods marked with the SNI and/or conformity mark.
b. Services certified under the Indonesian National Standard.

Failure to comply with these requirements will result in the cessation of trade and the withdrawal of non-compliant products from circulation.

Below are some examples of industrial materials subject to mandatory SNI certification:

  • Reinforced steel bars
  • Sheet steel
  • Ceramic tiles
  • Mirror glass
  • Sheet glass
  • Steel pipes
  • Glass blocks

Chemical Materials

  • Aluminum sulfate
  • Technical sulfuric acid
  • Concentrated sulfuric acid
  • Sodium tripolyphosphate
  • Calcium carbide
  • Zinc oxide
  • Excavation Materials

Agricultural Materials

  • Zeolite quality standards
  • Organic farming systems (agricultural lime, SP-36 fertilizer, natural phosphate fertilizer, urea fertilizer)
  • Solid organic fertilizer
  • Solid NPK fertilizer
  • Ammonium sulfate fertilizer
  • Potassium chloride fertilizer
  • Triple superphosphate fertilizer
  • Chitosan-based liquid fertilizer

Energy Materials

  • Petroleum fuel
  • Natural gas

Plastic Materials

  • Polyethylene plastic for water tanks

Food and Beverage Materials

  • Mineral water
  • Artificial sweeteners
  • Cooking oil

This list is not final and may be updated according to regulations set by BSN and the Ministry of Industry of the Republic of Indonesia.

Additionally, Micro and Small Enterprises engaged in low-risk business activities only need to obtain a Nomor Induk Berusaha or NIB (Business Identification Number) instead of an SNI certificate. The NIB serves as both a business identity and legal authorization to operate, and it also functions as an SNI and a halal assurance declaration.

Conclusion

The mandatory implementation of SNI aims to protect consumers from substandard products that may pose health and safety risks. Regulations governing mandatory SNI ensure that products on the market have undergone strict and consistent assessments.

In an era of globalization, Indonesian industries face intense competition from imported products. Mandatory SNI enforcement is expected to:

  • Improve product quality.
  • Protect consumers.
  • Strengthen the competitiveness of local products in domestic and international markets.
  • Ensure compliance with nationally and internationally recognized standards.
  • Reduce legal violations by businesses.
  • Promote sustainable industry operations in terms of product quality and environmental impact.
  • Drive innovation and technological advancements in production processes.

With clear regulations and stringent standards, mandatory SNI enforcement is expected to foster sustainable industrial growth and contribute positively to the national economy.

Legal Basis

The planning, formulation, determination, implementation, enforcement, maintenance, and supervision of SNI in Indonesia are governed by:

  • Law No. 20 of 2014 on Standardization and Conformity Assessment.
  • Government Regulation No. 34 of 2018 on the Standardization System and National Conformity Assessment.
  • Minister of Industry Regulation No. 45 of 2022 on Industrial Standardization.

These regulations serve as the legal foundation for the mandatory enforcement of SNI across various industrial sectors.
