EXECUTIVE BRIEF: Indonesia’s Nutri-Level Labelling Signals a Maturing Approach to FoodRegulation
Overview
The Indonesian Food and Drug Supervisory Agency (Badan Pengawas Obat dan Makanan / BPOM) hasapproved revisions to the draft regulation on the implementation of the Nutri-Level labeling system, which is set to be introduced in the near future to help consumers make healthier food choices.
On April 6, 2026, BPOM formally signed the long-anticipated revision to Indonesia’s food labeling regulation—specifically updating BPOM Regulation No. 26/2021 on Nutritional Information for Processed Food Labels.Within this revision, the Front-of-Pack Nutrition Labelling (FOPNL) system—known as Nutri-Level—receivedformal approval.
Importantly, this is not a standalone or entirely new regulation. Rather, it is a refinement of an existing framework, integrating Nutri-Level into the current nutritional labeling system already required for processedfoods. This approach signals a continuity in policy direction, rather than the introduction of an entirely newcompliance burden.
At this stage, implementation will be voluntary, positioning Nutri-Level as an initial awareness-building and transition mechanism before broader application. The rollout will also prioritize specific categories—particularly sweetened beverages—where the impact on public health is more immediate.
While the policy may appear technical, its implication is more fundamental. It reflects a shift in how regulation engages with consumption—moving from simply providing information to ensuring that information is visible,accessible, and actionable at the point of decision.
From Information to Everyday Awareness
Nutritional information has long existed on packaged food, but its impact has been limited. Back-of-pack tables require time, attention, and a level of interpretation that most consumers do not apply in realpurchasing situations.
Nutri-Level addresses this gap directly.
By translating sugar, salt, and fat content into a clear four-tier classification, the system simplifies decision-making:
- A (dark green): lower sugar, salt, and fat content
- B (light green): low sugar, salt, and fat content
- C (yellow): should be consumed in moderation
- D (red): should be limited based on individual needs or health conditions
Placed on the front of packaging, this classification allows consumers to compare products instantly, turning nutritional awareness into something practical and repeatable.
Why This Matters Now
Indonesia’s consumption landscape is expanding rapidly, supported by a population of over 270 million people.As purchasing power and access to processed food increase, so does exposure to high sugar, salt, and fatintake.
At the same time, health indicators are signalling rising concern:
- An estimated 31 million Indonesians are in the prediabetic stage
- Cases of diabetes and other diet-related diseases continue to increase
This highlights a structural challenge: Consumption growth is not yet matched by sufficient awareness. Nutri-Level responds to this by embedding health considerations directly into everyday purchasing decisions, ratherthan relying solely on education or post-treatment measures.
A Phased Rollout Designed for Adoption
The implementation of Nutri-Level is designed to be gradual and adaptive. In its initial phase:
- The system will be voluntary, serving as a transition period for both consumers and industry
- Labelling will be prioritized for sweetened beverages, where sugar consumption is high and behavioural impact can be immediate
This approach allows:
- Consumers to become familiar with the system
- Companies to adjust without abrupt disruption
- Regulators to refine implementation based on real-world response
Equally important is the socialization process. For Nutri-Level to be effective, consumers must understand whateach category represents and how it relates to their health. This makes communication and public education akey component of the policy’s success.
Encouraging Transparency and Gradual Industry Improvement
Beyond consumer awareness, Nutri-Level introduces a new level of transparency into the FMCG landscape.
With nutritional quality displayed clearly on the front of packaging:
- Products become easier to compare
- Information becomes more accessible
- Nutritional positioning becomes more visible
This does not immediately force change, but it creates the conditions for it. Over time, companies are naturallyencouraged to improve formulations, adjust product positioning, and innovate toward healthier offerings. In thisway, the policy works as a market-based mechanism for improvement, rather than a restrictive intervention.

In a market as large as Indonesia, even incremental improvements in consumer decision- making can translate into meaningful long-term impact. Ultimately, the significance of Nutri- Level lies not in the label itself, but in what it enables: a gradual shift toward more informed consumption and greater transparency across the food industry.
